Hal enjoys spending time with his family, playing pickup basketball, running, cooking, reading, and seeing movies. Hal is a Rochester native.
Prior to joining Lacy Katzen LLP, Hal worked for New York City, LawNY, and the Appellate Division of the Fourth Judicial Department. For New York City, Hal first worked for the Human Resources Administration, the agency that distributes TANF funds in New York City. Hal then worked for the Department of Homeless Services where, among other things, he worked on legal issues related to the agency’s anti-homelessness initiatives, and also represented the agency at court proceedings. As a clerk at the Fourth Department, Hal reported cases to the justices, gaining broad experience in a variety of legal issues presented to the court on appeal. His work involved reviewing records and briefs, researching and analyzing legal issues and making recommendations to the justices.
